CS/CS/HB 1095 - Prevention of Acts of War

• Creates Florida Statute section 943.0323 establishing state authority to screen and restrict entry of foreign refugees and immigrants deemed security threats based on connections to designated terrorist organizations or locations.

• Prohibits state agencies, political subdivisions, and recipients of state funds from assisting with entry or resettlement of "restricted persons" (foreign nationals from high-risk locations or with terrorist ties) without express gubernatorial authorization for 5 years.

• Requires resettlement assistance programs to submit personal identifying information (passport data, fingerprints, addresses) of foreign refugees and immigrants to the Department of Law Enforcement for background screening within specified timeframes (15-90 days depending on circumstances).

• Authorizes the Governor to use police, emergency, and military powers to prevent restricted persons from entering or residing in Florida and to monitor their presence; allows the Governor and Attorney General to challenge federal immigration laws and regulations.

• Takes effect upon becoming law.
