Directs the Florida Department of Highway Safety and Motor Vehicles to develop an "I Stand With Israel" specialty license plate with "Florida" at the top and "I Stand With Israel" at the bottom

Establishes a $25 annual use fee for the license plate

Distributes all annual use fees to I Stand with Israel, Inc., which retains proceeds until startup costs for developing the plate are recovered

After startup cost recovery, I Stand with Israel, Inc. may use up to 10% of proceeds for marketing/promotion and up to 10% for administrative costs

Remaining proceeds fund the Israeli Youth Program, which sends Florida university students ages 18-26 (of all religions) and chaperones to Israel
