Establishes a $25 annual use fee for the Go Boating specialty license plate, with the plate displaying "Florida" at the top and "Go Boating" at the bottom.

Directs all Go Boating license plate fee revenue to Eckerd College to fund the Eckerd College Search and Rescue Team, which provides 24-hour boating assistance in the Tampa Bay area.

Allows up to 15 percent of Go Boating plate funds to be used for promotion and marketing, with remaining funds used to acquire boats, equipment, or cover operational expenses.

Revises the Conserve Wildlife license plate to direct proceeds to Wildlife Foundation of Florida, with up to 10 percent used for marketing and administration, and remaining funds used for Fish and Wildlife Conservation Commission programs benefiting Florida black bears and providing bear-resistant residential garbage containers.

Takes effect October 1, 2016.
