Department of Highway Safety and Motor Vehicles must issue identification cards with a capital "D" designation for persons with developmental disabilities upon request, with proof of diagnosis from a licensed physician.

Applicants must pay an additional $10 fee to receive the developmental disability designation on their identification card.

The $10 fee collected must be deposited into the Agency for Persons with Disabilities Operations and Maintenance Trust Fund.

Replacement identification cards that include the "D" designation may be issued without payment of the standard replacement fee.

The bill takes effect October 1, 2016, upon implementation of new driver license and identification card designs by the Department of Highway Safety and Motor Vehicles.
