Creates Florida Statute 562.63 to define "powdered alcohol" as alcohol prepared in powdered form for direct use or consumption after combining with a liquid

Prohibits any person from selling, offering for sale, purchasing, using, offering for use, or possessing powdered alcohol

Selling or offering for sale powdered alcohol constitutes a first-degree misdemeanor punishable under sections 775.082 or 775.083

Purchasing, using, offering for use, or possessing powdered alcohol constitutes a noncriminal violation punishable by a $250 fine

Exempts research use by health care providers, state institutions, universities, and pharmaceutical or biotechnology companies, and exempts possession by licensed manufacturers or common carriers solely for transportation through the state

Takes effect July 1, 2016
