Employee salaries at organizations receiving state-appropriated funds (including federal funds) cannot exceed the salary of the highest paid secretary, department director, or supervisor at a comparable state agency with similar supervisory responsibilities, unless approved by the Legislative Budget Commission.

Comparable state agency excludes the Executive Office of the Governor, Cabinet member offices, courts, the Speaker of the House, and the President of the Senate.

Organizations receiving state-appropriated funds may use only 15 percent or less of appropriated funds for administrative costs, including salaries.

Organizations accumulating $5 million in total reserves become ineligible for state-appropriated funds until reserves fall below $2 million.
