Designates a watersports activity area in Middle River, Fort Lauderdale, bounded on the north by N.E. 21st Court and on the south by the intersection of Middle River and the Intracoastal Waterway.

Prohibits vessel anchoring within the designated watersports activity area to protect the safety of vessels engaged in watersports activities involving towing of persons on waterskis, inner-tubes, wake-boards, and similar devices.

Restricts watersports activities to vessels not exceeding 21 feet in length with a single engine only, with a maximum speed limit of 35 miles per hour.

Classifies violations of the anchoring prohibition as noncriminal civil infractions with penalties of $50 for a first offense, $100 for a second offense, and $250 for a third or subsequent offense.

Authorizes the City of Fort Lauderdale to enforce the act through adoption of an ordinance, with violations enforceable by a special magistrate under the city's Code Enforcement procedures.
