Proposes constitutional amendments to establish statewide election of the Secretary of State beginning with 2018 primary and general elections, replacing the current appointment system where the secretary serves at the governor's pleasure.

Adds the Secretary of State as a fourth cabinet member alongside the Attorney General, Chief Financial Officer, and Commissioner of Agriculture.

Reduces the number of cabinet members required to petition the Florida Supreme Court to determine governor incapacity from four to three members.

Amendments take effect January 8, 2019, but govern the 2018 elections for Secretary of State office.

Requires the legislature to enact implementing legislation by January 8, 2019, including conforming changes to the Florida Statutes to reflect the revised cabinet structure.
