Creates a public records exemption in Florida Statutes section 379.107 for personal information held by the Fish and Wildlife Conservation Commission on applications for recreational fishing, hunting, boating safety certifications, and other noncommercial licenses and permits.

Defines "personal information" as data identifying individuals including photographs, social security numbers, driver license numbers, names, dates of birth, addresses (excluding 5-digit zip codes), telephone numbers, email addresses, and medical or disability information.

Permits disclosure of exempted personal information only to courts, law enforcement agencies, parties in litigation, individuals with written consent from the applicant, and commercial entities verifying accuracy of data for fraud prevention purposes (excluding bulk sales of addresses, birth dates, or phone numbers).

Applies the exemption retroactively to personal information held by the commission before, on, or after July 1, 2016, and subjects the exemption to automatic repeal on October 2, 2021, unless reenacted by the Legislature.

Takes effect July 1, 2016, citing public necessity to protect recreational license holders from identity theft and invasive contacts through confidentiality of personal information.
