Amends s. 624.4212, F.S. to create a public records exemption for own-risk and solvency assessment (ORSA) summary reports, substantially similar ORSA reports, and supporting documents submitted to the Office of Insurance Regulation by insurers or insurance groups.

Creates a public records exemption for corporate governance annual disclosures and supporting documents submitted to the Office of Insurance Regulation.

Changes the actuarial board that may receive confidential information from the "Actuarial Board for Counseling and Discipline" to the "American Academy of Actuaries" when requested for professional disciplinary proceedings.

Extends the sunset review date for the confidentiality exemptions from October 2, 2019 to October 2, 2021 under the Open Government Sunset Review Act.

Makes the act's effective date contingent on CS/HB 1163 or similar legislation being adopted in the same legislative session and becoming law.
