Creates section 1000.361, F.S., effective July 1, 2016, requiring the Department of Education to pay annual dues assessments for the Interstate Compact on Educational Opportunity for Military Children within existing resources.

Creates section 1000.40, F.S., effective July 1, 2016, establishing a future repeal date of July 1, 2019 for sections 1000.36, 1000.361, 1000.38, and 1000.39, F.S., unless the Legislature reenacts them before that date.

Repeals section 2 of chapter 2013-20, Laws of Florida.

Bill takes effect April 9, 2016, or upon becoming law, whichever occurs later, and operates retroactively to April 9, 2016.
