Creates a public records exemption for personal identifying information of patients and physicians in the Department of Health's electronic medical marijuana patient registry, including names, addresses, telephone numbers, government-issued identification numbers, and DEA numbers

Exempts all information related to physician orders for medical marijuana and dispensing records from public records requirements under s. 119.07(1) and the State Constitution

Authorizes registry access for law enforcement investigating cannabis violations, approved retail facilities verifying orders, physicians monitoring patient use, department employees maintaining the registry, and health care regulatory boards investigating violations

Establishes that willful and knowing violations constitute a third-degree felony

Includes a sunset provision requiring legislative review, with automatic repeal on October 2, 2021, unless reenacted; effective date is contingent on passage of HB 1183 or similar legislation establishing the electronic medical marijuana registry system
