Changes requirement for district school boards to establish school resource officer programs from optional ("may") to mandatory ("shall")

Requires at least one school resource officer or school safety officer assigned to each public school campus, present from one-half hour before the first class begins until one-half hour after the last class ends

Allows both certified law enforcement officers and auxiliary law enforcement officers to serve as school resource officers and school safety officers

School safety officers employed by district school boards have authority to make arrests for law violations on school property and to carry weapons during official duties

Effective date: July 1, 2016
