Requests Congress amend the National Voter Registration Act (NVRA) to allow states to require documentary proof of citizenship from Federal Form voter registration applicants, overriding the 2013 Supreme Court decision in Arizona v. Inter Tribal Council of Arizona, Inc.

Urges Congress to amend the Immigration Reform and Control Act (IRCA) and Illegal Immigration Reform and Immigrant Responsibility Act (IIRIRA) to grant states immediate access to the Systematic Alien Verification for Entitlements (SAVE) database for voter registration verification purposes.

Requests Congress clarify NVRA provisions to permit states to remove noncitizens from voter registration rolls within 90 days before an election and at any time under general removal provisions codified in 52 U.S.C. § 20507(c)(2).

Directs copies of the memorial be sent to the President, Congress leadership, all Florida delegation members, and presiding officers of state legislatures nationwide.
