Repeals existing provisions authorizing a nonprofit corporation (PRIDE) to operate correctional work programs and transfers authority directly to the Department of Corrections

Creates the Prison Industry Board of Directors with 7 members (6 appointed by Governor, 1 Secretary of Corrections) to plan and oversee correctional work programs, with 4-year staggered terms

Establishes legislative priorities for correctional work programs: reducing recidivism through job training, reducing inmate idleness, cutting government costs through inmate labor, and preparing inmates for post-release employment

Authorizes the Department of Corrections to contract with private sector for Prison Industry Enhancement (PIE) programs, requiring employers to provide workers' compensation coverage and pay prevailing/minimum wage to participating inmates

Requires state agencies to purchase from correctional work programs when comparable products/services are available at comparable price and quality, with disputes resolved through administrative hearings
