CS/CS/HB 1231 Summary

• Amends service of process rules to allow substitute service at virtual offices and executive or mini office suites when these are the only discoverable addresses in public records.

• Defines "virtual office" as an office providing communication and address services without dedicated space, and "executive or mini office suite" as an office providing communication, dedicated space, and support services, with all communication routed through a common receptionist.

• Applies the same service of process rules to corporations when a registered agent, officer, director, or principal place of business address is a residence, private mailbox, virtual office, or executive or mini office suite.

• Restricts enforceability of orders, penalties, or fines issued by agencies of other states against Florida entities unless the other state provides a mandatory right of review in a state court of competent jurisdiction.

• Effective date: July 1, 2016.
