Authorizes the Agency for Health Care Administration to certify that a Medicaid provider is out of business and that overpayments cannot be collected under state law, in accordance with 42 C.F.R. s. 433.318(d).

Revises the home health agency monitoring pilot project verification method by replacing "telephonically" verification with verification "by using technology that is effective for identifying delivery of the home health services and deterring fraudulent or abusive billing," removing the specific reference to "voice biometrics."

Applies amendments to section 409.908 to the Medikids program component of the Florida Kidcare program by reenacting section 409.8132(4).

Takes effect July 1, 2016.
