Creates a new election alert system requiring supervisors of elections to provide electors with text message or email notifications informing them when voting has begun, to be sent by 11 a.m. on the first day of early voting and on election day, with links to precinct polling places and hours.

Requires absentee ballots to be provided with a postage prepaid, preaddressed return envelope, with the Division of Elections reimbursing counties for these postage costs upon request by the supervisor.

Amends absentee ballot return procedures to allow electors to return voted ballots by hand delivery to their polling place on election day and deposit the ballot directly into the voting system.

Establishes procedures for handling situations where an elector received an absentee ballot but wants to vote in person, with different rules based on whether the supervisor has received, not received, or cannot determine receipt of the absentee ballot.

Takes effect July 1, 2016.
