District water/sewer systems and municipalities that impose liens must provide Internet-based procedures for furnishing estoppel certificates to property owners, with fees capped at $25 (non-foreclosure) or $250 (foreclosure cases)

Liens by governmental or quasi-governmental entities for improvements, services, fines, or penalties are invalid unless recorded in official county records with owner name, property description, and tax/parcel ID number

Building permits expire 1 year after issuance if not renewed, or 6 months after issuance if work has not commenced, been suspended/abandoned, or lacks required inspection

Permit holders can automatically renew building permits by filing a notice of renewal before expiration, which must be recorded with the clerk's office and posted at the construction site
