Defines "total shared detention costs" as funds expended by the Department of Juvenile Justice for detention care in a calendar year, excluding costs for fiscally constrained counties, out-of-state juveniles, and certain postdisposition detention care.

For fiscal year 2016-2017, non-fiscally constrained counties must pay their annual percentage share of $42.5 million based on their proportion of detention days, with payments due monthly starting July 1, 2016.

Beginning fiscal year 2017-2018, non-fiscally constrained counties must pay 50 percent of total shared detention costs calculated from the prior calendar year, with the state paying remaining detention care costs.

State assumes full payment of detention costs for juveniles residing in fiscally constrained counties, out-of-state juveniles, and postdisposition detention care in counties that provide their own predisposition detention care.

Eliminates requirement that the Department of Revenue and counties provide technical assistance to the Department of Juvenile Justice for cost collection; effective upon becoming law.
