Requires each election supervisor to submit an election preparation report to the Department of State at least 3 months before a general election, including anticipated staffing levels and automatic tabulating equipment information, with the department posting the report on its website.

Requires supervisors to notify the Department of State at least 60 days before changes to precinct boundaries or polling place locations, with both entities posting this information on their websites.

Authorizes qualified electors with no party affiliation to vote in any political party's primary election, and provides that primary elections remain open to all qualified electors even if write-in candidates are present.

Prohibits private property owners from restricting access to polling places or early voting sites on their property for voter solicitation purposes during the periods these locations are in use.

Takes effect July 1, 2016.
