Recreates and reenacts the charter for the City of Webster in Sumter County, replacing Chapter 57-1944 of Florida law.

Establishes a council-manager form of government with a five-member city council (mayor plus four members), all elected at-large with 4-year terms limited to two consecutive terms.

Creates charter officer positions including city manager (chief administrative officer appointed by council), city attorney (must be member of Florida Bar, appointed by majority vote), and city clerk (appointed by city manager).

Defines city council powers over policy, ordinances, contracts, and fiscal matters; prohibits council interference with city manager's personnel decisions; establishes procedures for elections, vacancies, and recall.

Repeals the previous Webster charter (Chapter 57-1944, Laws of Florida) and becomes effective upon becoming law.
