Directs the Department of Highway Safety and Motor Vehicles to develop 8 specialty license plates for historically black fraternities and sororities: Alpha Phi Alpha, Omega Psi Phi, Kappa Alpha Psi, Phi Beta Sigma, Zeta Phi Beta, Delta Sigma Theta, Alpha Kappa Alpha, and Sigma Gamma Rho.

Establishes an annual use fee of $25 for each specialty license plate.

Distributes annual fees from plate sales as follows: 10% to the respective fraternity or sorority for marketing, 85% to the organization for community awareness and service activities, and 5% to the United Negro College Fund for scholarships at historically black colleges and universities.

Plates must display "Florida" at the top and the name of the fraternity or sorority at the bottom, with colors and design approved by the department.

Act takes effect October 1, 2016.
