Authorizes the Monroe County School Board and Board of County Commissioners to allow local advisory committees to conduct public meetings, hearings, and workshops using communications media technology (video/teleconferencing)

Requires boards to adopt uniform rules establishing procedures for conducting meetings via technology, including how to take evidence, testimony, and argument both in-person and remotely

Mandates that all evidence and testimony receive equal consideration regardless of whether presented in-person or through communications media technology

Requires public notices for technology-enabled meetings to specify how attendees may participate and list locations where technology facilities will be available

Preserves public records access under Chapter 119, Florida Statutes, and voids any official action taken at meetings held in locations not normally open to the public
