Division of Vocational Rehabilitation must develop and implement a performance improvement plan by October 1, 2016, designed to achieve 10 specific goals including reducing wait list times, increasing unsubsidized employment rates, and improving credential attainment.

Goals include increasing CAPE industry certifications, median earnings of participants, the percentage of youth receiving pre-employment transition services, and the division's effectiveness in serving employers based on federal Workforce Innovation and Opportunity Act indicators.

Established goals must elevate Florida's vocational rehabilitation program to be among the top 10 in the nation.

Division must submit annual performance reports by December 1 each year to the Governor and Legislature containing caseload data, service use data, financial data by service type, and outcome data for the 5 most recent fiscal years.

The act takes effect July 1, 2016.
