CS/CS/HB 1365 Summary

• Creates the Competency-Based Education Pilot Program within the Department of Education, administered for 5 years beginning with the 2016-2017 school year, allowing students to advance based on mastery of concepts and skills rather than seat time.

• P.K. Yonge Developmental Research School and Lake, Palm Beach, Pinellas, and Seminole County School Districts may apply to participate in the program by submitting applications including implementation timelines, performance goals, professional development plans, and technology integration strategies.

• Participating schools are exempted from specified state rules relating to student progression and credit awards, with the State Board of Education authorized to grant additional waivers beyond those in section 1001.10(3).

• Students enrolled in participating schools generate funding pursuant to section 1011.62 and have access to statewide standardized assessments under section 1008.22.

• The Department of Education must compile student and staff schedules before and after implementation and submit annual reports by June 1 to the Governor and Legislature summarizing program activities and accomplishments.
