Creates section 663.097, Florida Statutes, to establish public records exemptions for certain information held by the Office of Financial Regulation regarding limited purpose international trust company representative offices.

Makes confidential and exempt personal identifying information, investigation records, working papers, and client lists related to limited purpose international trust company representative offices, with exceptions for information that is confidential under other state, federal, or foreign laws.

Authorizes disclosure of exempt information to authorized representatives, auditors, insurers, liquidators, receivers, conservators, regulatory agencies, law enforcement, and pursuant to legislative subpoenas (with confidentiality requirements for impeachment investigations).

Allows publication of federally required reports and the names and addresses of company directors, managers, officers, and registered agents, while protecting client identity information.

Establishes a third-degree felony penalty for willful disclosure of confidential information and subjects the exemption to sunset review on October 2, 2021, unless reenacted by the Legislature.
