Amends s. 790.0655, Florida Statutes to exempt qualified law enforcement officers and qualified retired law enforcement officers from the mandatory 3-day waiting period for handgun purchases and delivery.

Requires that exempted law enforcement officers possess a firearms proficiency verification card authorized by s. 943.132.

Maintains existing 3-day waiting period (excluding weekends and legal holidays) for all other handgun purchases, with exceptions for concealed weapon permit holders and handgun trade-ins.

Makes it a third-degree felony for retailers to deliver handguns before the 3-day waiting period expires or for purchasers to obtain delivery through fraud or false representation.

Bill becomes effective upon approval of the State Constitution amendment proposed in HJR 1395 or a similar joint resolution by voters in the November 2016 general election or an earlier authorized special election.
