Establishes the Teacher Certification Reimbursement and Loan Repayment Program administered by the Department of Education to retain qualified teachers in Florida public schools.

Eligible teachers must teach 3 years with a temporary certificate, earn a professional certificate, and teach an additional 2 years in a public school.

Department may reimburse eligible teachers or make loan payments for tuition, fees, and books from state-approved teacher preparation programs at state universities, Florida College System institutions, or Florida Educator Preparation Institutes.

Department may recover administrative costs from program appropriations and State Board of Education may adopt necessary rules.

Effective date is July 1, 2016.
