Creates section 401.2515 establishing the "Emergency Medical Air Transportation Act" to support air ambulance services through a separate account within the Emergency Medical Services Trust Fund.

Directs the Department of Health to work with the Agency for Health Care Administration to increase Florida Medicaid reimbursement rates for emergency medical air transportation providers using funds from the account and federal matching funds.

Requires the Division of Emergency Preparedness and Community Support director to meet with providers by September 1, 2016, to develop a methodology for distributing reimbursement payments.

Imposes an additional $1 penalty on all moving violations under chapter 316 (excluding certain subsections), with municipalities and counties required to transfer collected funds to the Emergency Medical Air Transportation Act Account within 30 days of each calendar quarter.

Takes effect July 1, 2016, with reimbursement increases contingent on sufficient account funds and prohibition on using general revenue funds to offset increased payments.
