Prohibits sports franchises from constructing, reconstructing, renovating, or improving facilities on public land leased from the state or political subdivisions.

Requires any sale of public land for sports franchise facilities to be conducted at fair market value.

Defines "sports franchise" to include professional and semi-professional franchises from NFL, NHL, NBA, MLB, Minor League Baseball, MLS, NASL, Professional Rodeo Cowboys Association, Breeders' Cup Limited events, and NASCAR-sanctioned events.

Defines "facility" as a structure and its adjoining land parcels primarily used to host games or events held by a sports franchise.

Effective date: July 1, 2016.
