Creates the Florida Mission Readiness Commission assigned to the Department of Health to assess youth readiness in infants, children, teens, and young adults regarding their ability to meet adult challenges based on physical fitness, academic achievement, and character.

Commissions 21 members appointed for 3-year terms: 3 by Governor, 2 by Attorney General, 2 by Commissioner of Agriculture, 2 by Chief Financial Officer, 3 by Senate President, 3 by Senate Minority Leader, 3 by House Speaker, and 3 by House Minority Leader.

Members should have professional experience with positive outcomes for youth and expertise in mental health, physical health, and character development; vacancies filled by the original appointing officer.

Commission shall elect chair and vice chair, meet quarterly, hold first meeting by March 1, 2017, and members serve without compensation but receive reimbursement for per diem and travel expenses per Florida Statutes section 112.061.

Commission shall issue preliminary annual reports in first and second years and a final report by March 1, 2020, to the Cabinet, legislative leadership, and all Senate and House members; annual funding provided by Legislature.
