Amends chapter 2014-249, Laws of Florida, to modify the charter amendment approval process for the Village of Estero, Lee County.

Changes the voting threshold for charter amendment adoption from a majority of registered voters to at least 60 percent of those electors actually voting on the measure.

Maintains existing provisions allowing the village council or qualified voters (via petition signed by 10 percent or 5,000 electors, whichever is less) to propose charter amendments.

Charter amendments become effective either on a date specified in the amendment or 30 days after voter adoption, whichever applies.

Takes effect upon becoming law.
