Amends chapter 2001-299, Laws of Florida, to authorize the Hillsborough County Public Transportation Commission to regulate transportation network companies (TNCs) like Uber and Lyft operating in Hillsborough County and its municipalities

Requires TNCs to obtain a certificate from the commission by paying a $5,000 application fee and providing proof of insurance, a registered agent in Florida, and state business registration

Establishes insurance requirements for TNC drivers: $50,000/$100,000/$25,000 coverage while logged into the app but not on a ride, and $1 million liability coverage while engaged in a prearranged ride

Mandates criminal background checks and driving history reviews for TNC drivers, prohibiting those with certain criminal convictions within 7 years, sex offender registry matches, or more than 3 moving violations in 3 years

Prohibits TNC drivers from accepting street hails or cash payments, requires fare disclosure to passengers, and exempts TNC drivers and vehicles from traditional public vehicle permit and licensing requirements
