Appropriates $350,000 from the General Revenue Fund to compensate Clinton Treadway for 7 years and 25 days of wrongful incarceration after being convicted in February 2006 of four counts of uttering a forged instrument and four counts of grand theft

Requires the $350,000 be used to purchase an annuity for a minimum term of 10 years, which cannot be sold, discounted, or used as loan collateral

Directs the Department of Legal Affairs and Department of Law Enforcement to immediately expunge Treadway's criminal record related to the wrongful conviction, with all expunction fees waived

Waives tuition and fees for up to 120 hours of instruction at any Florida career center, Florida College System institution, or state university, contingent on meeting admissions requirements and maintaining satisfactory academic progress

Requires Treadway to execute a full release of all claims against the State of Florida and the Polk County Sheriff's Office in exchange for this compensation, which serves as the sole remedy for his wrongful arrest, conviction, and incarceration
