Authorizes the City of Hialeah to pay $455,000 to the Estate of Andrea Castillo, a 21-year-old who died on October 19, 2012, when an off-duty Hialeah police officer traveling more than 20 mph over the speed limit crashed into her vehicle without activating emergency sirens

Payment to be made in three installments: $150,000 on May 1, 2016; $150,000 on May 1, 2017; and $155,000 on May 1, 2018

Total settlement between the City of Hialeah and all claimants (including driver Marco Barrios) was $750,000, of which $295,000 has already been paid

Limits attorney fees, lobbying fees, costs, and similar expenses to no more than 25 percent of the total amount awarded

Provides that amounts awarded constitute sole compensation for all present and future claims arising from Andrea Castillo's death
