Appropriates $950,000 from the General Revenue Fund to the Agency for Persons with Disabilities as compensation for J.D.S., a developmentally disabled woman who was raped and impregnated while living at a state-licensed group home in December 2002.

Settlement of lawsuit filed in Orange County Circuit Court alleging negligent supervision and operation of the Strong Group Home and violations of the Bill of Rights of Persons with Developmental Disabilities; total settlement amount is $1.15 million with Agency previously paying $200,000.

Directs the Chief Financial Officer to draw a warrant for $950,000 payable to the AGED Pooled Special Needs Trust, managed by AGED, Inc., a nonprofit trust company, on behalf of J.D.S.

Specifies that all payments constitute sole compensation for all present and future claims arising from the incident and limits attorney fees, lobbying fees, costs, and similar expenses to not exceed 25 percent of the awarded amount.

Effective upon becoming law.
