Authorizes the City of Miami to appropriate $550,000 to Melvin and Alma Colindres as compensation for the wrongful death of their son, Kevin Colindres, who died on January 5, 2007, due to negligence by Miami police officers.

Kevin Colindres, a severely autistic and intellectually disabled individual, died from asphyxiation after police officers placed him in a prone position with a hobble restraint, applied weight to his back, failed to monitor vital signs, and failed to administer CPR.

The $550,000 payment represents a settlement agreement following a court judgment awarding $2.75 million plus 6 percent annual interest; the City of Miami had previously paid $200,000 under its statutory liability limits.

Limits attorney fees, lobbying fees, costs, and similar expenses to no more than 25 percent of the total $550,000 award.

This payment, combined with amounts paid under Florida Statutes section 768.28, constitutes the sole compensation for all present and future claims arising from Kevin Colindres' death.
