Appropriates $800,000 from the General Revenue Fund to the Department of Children and Families as compensation for L.T. for injuries and damages resulting from negligence by department employees in placing her with Eddie and Vicki Thomas, who later abused her.

Funds shall be paid to a special needs trust administered by an institutional trustee chosen by L.T., terminating on her 30th birthday with remaining principal reverting to her or her heirs.

Waives all state lien interests resulting from treatment and care of L.T. related to the occurrences described in the act.

Limits attorney fees, lobbying fees, costs, and similar expenses to no more than 25 percent of the total amount awarded under the act.

Takes effect upon becoming law.
