Deletes the requirement that students in blended learning courses must receive online instruction in a classroom setting at the school.

Retains the requirement that students in blended learning courses must be full-time students of the school.

Maintains existing funding, performance, and accountability requirements for blended learning courses to be the same as traditional courses.

Requires the Department of Education to provide identifiers for existing courses to designate their use for blended learning purposes and ensure efficient reporting.

Takes effect July 1, 2016.
