Removes restrictions on individual container sales of distilled spirits by craft distilleries in face-to-face transactions at licensed premises, allowing purchases up to four individual containers of a single branded product per consumer per calendar year.

Requires containers sold in face-to-face transactions to comply with container limits specified in section 565.10 and be for personal consumption only, not for resale.

Craft distilleries must report to the division within 5 days after reaching production limitations and are prohibited from retail sales beginning the day after reaching the production limit.

Permits craft distilleries to ship distilled spirits only to manufacturers, wholesale distributors, bonded warehouses, and exporters; restricts direct shipment to consumers outside face-to-face transactions at the distillery.

Takes effect July 1, 2016.
