Repeals Florida's red light camera (traffic infraction detector) program by removing statutory definitions, authorization for use by the Department of Highway Safety and Motor Vehicles, counties, and municipalities, and penalty distribution provisions

Eliminates the role of traffic infraction enforcement officers for red light camera enforcement and removes provisions allowing local hearing officers to adjudicate camera-detected violations

Removes the prohibition on license plate issuance for unpaid red light camera fines under s. 318.15(3) while maintaining restrictions for toll violations and other specified offenses

Maintains the $158 penalty for red light violations (s. 316.074(1) and s. 316.075(1)(c)1.) but only when enforced by traditional law enforcement officers, with revenue distributed to General Revenue Fund, Brain and Spinal Cord Injury Trust Fund, and Emergency Medical Services Trust Fund
