Repeals sections 366.93 and 366.95 of Florida Statutes, eliminating cost recovery mechanisms for nuclear and integrated gasification combined cycle power plants.

Deletes provisions that limited challenges to utilities' rights to recover costs incurred before commercial operation of nuclear and gasification power plants.

Amends section 403.519 to remove protections that shielded pre-commercial operation costs from challenge unless the commission found costs were imprudently incurred.

Effective date is July 1, 2016.
