Resolves collective bargaining impasses for fiscal year 2016-2017 between the State of Florida and 10 certified bargaining units representing state employees, including physicians, dentists, attorneys, fire service, security services, nurses, and law enforcement personnel

Maintains status quo under existing collective bargaining agreement language for most disputed "vacant" articles and certain provisions like on-call assignments, grievance procedures, and employee representation

Adopts the state's proposals for specific articles involving hours of work and overtime, discipline and discharge, workforce reduction, job-connected disability, and promotions for various units, with proposal dates ranging from September 2015 to February 2016

Requires hiring authorities to make good faith efforts to promote bargaining unit employees to supervisory positions immediately above their level, while still selecting the most qualified applicant

Directs all other unaddressed mandatory collective bargaining issues at impasse to be resolved according to personnel rules in effect on March 1, 2016, while maintaining status quo under current agreements
