Establishes the Financial Literacy Program for Individuals with Developmental Disabilities within the Department of Financial Services to provide financial education, employment information, and benefit guidance to individuals with developmental disabilities and employers by October 1, 2016.

Requires qualified public depositories (banks, credit unions, savings associations) to distribute program brochures and provide website hyperlinks to the program within 90 days, with liability protection for participating institutions.

Adds Down syndrome to the definition of developmental disability and revises state equal employment opportunity policy to include individuals with disabilities, requiring agencies to develop employment plans and report progress annually.

Creates the Florida Unique Abilities Partner Program within the Department of Economic Opportunity to designate businesses that employ individuals with disabilities or support disability organizations, with application procedures, annual certification requirements, and a recognition logo.

Appropriates $100,000 recurring and $100,000 nonrecurring to Department of Economic Opportunity; $69,570 recurring to Department of Financial Services; and $138,692 recurring plus $26,264 nonrecurring to Department of Management Services for fiscal year 2016-2017 to implement these programs.
