HB 7011 Summary

• Creates the Florida Postsecondary Comprehensive Transition Program (FPCTP) and establishes the Florida Center for Students with Unique Abilities at the University of Central Florida to coordinate services and scholarships for students ages 18-26 with intellectual disabilities pursuing postsecondary education.

• Establishes a $7,000 annual scholarship for eligible students with disabilities enrolling in approved comprehensive transition programs at state universities, Florida College System institutions, career centers, and eligible independent colleges/universities.

• Creates the Standard Student Attire Incentive Program providing annual awards of at least $10 per student in kindergarten through grade 8 to school districts and charter schools that implement uniform/standard attire policies meeting specified criteria.

• Revises the Florida Personal Learning Scholarship Accounts Program (for students with disabilities) to expand authorized uses of funds, modify eligibility and program prohibitions, revise nonprofit scholarship-funding organization requirements, and allow parents to receive funds before formal eligibility confirmation.

• Appropriates $71.2 million for Personal Learning Scholarship Accounts scholarships, $14 million for Standard Student Attire incentives, and $8 million for the Postsecondary Comprehensive Transition Program for fiscal year 2016-2017; effective July 1, 2016.
