Removes the scheduled October 2, 2016 repeal date of the public records exemption for information held by the Florida Center for Brain Tumor Research, making the exemption permanent.

Maintains confidentiality protections for personal identifying information of donors to the brain tumor biopsy repository and brain tumor registry.

Maintains confidentiality protections for information received from other states, nations, or the Federal Government that is otherwise confidential or exempt under their laws.

Allows exempted information to be disclosed to bona fide researchers who submit an institutional review board-approved research plan, sign a confidentiality agreement, and agree to destroy the information after research concludes.

Takes effect October 1, 2016.
