Removes the scheduled October 2, 2016 repeal date for public records exemptions that protect sealed bids, proposals, and replies submitted to agencies during competitive solicitations

Removes the scheduled October 2, 2016 repeal date for public meeting exemptions covering vendor negotiations, oral presentations, and question-and-answer sessions during competitive solicitations

Maintains existing exemption allowing sealed bids to remain confidential until the agency provides notice of intended decision or 30 days after opening, whichever is earlier

Preserves the 12-month maximum exemption period for rejected bids when an agency reissues a competitive solicitation
