CS/HB 7081 Summary

• Reduces minimum presale voucher sales requirement for specialty license plates from 4,000 to 1,000 units within 24 months before plate manufacture can begin.

• Lowers the threshold for discontinuing specialty plate issuance from 4,000 to 1,000 valid registrations for at least 12 consecutive months, effective July 1, 2019.

• Establishes procedures for distributing annual use fees when a specialty plate is discontinued, with department retaining administrative and closeout costs and remaining funds going to specified organizations or the Highway Safety Operating Trust Fund if recipient no longer exists.

• Requires all organizations receiving specialty license plate funds to submit annual audits or attestations of compliance; authorizes department audits every 2 years and empowers department to discontinue distributions for non-compliance.

• Allows discontinued plate holders to retain their plates for the remainder of the 10-year replacement period without paying the specialty plate fee, though all other registration fees apply.
