CS/CS/HB 7087 Summary

• Creates the Telehealth Advisory Council within the Agency for Health Care Administration with 15 members representing insurers, health care facilities, practitioners, telehealth vendors, and long-term care services to review telehealth utilization and make recommendations by October 31, 2017.

• Requires the Agency for Health Care Administration, Department of Health, and Office of Insurance Regulation to survey health care facilities, practitioners, insurers, and HMOs to collect information on telehealth service types, usage rates, costs, savings, insurance coverage policies, and barriers to access, with findings due to the Governor and Legislature by December 31, 2016.

• Authorizes the three agencies to assess fines under existing statutes against health care facilities, HMOs, practitioners, and insurers for failure to complete required surveys.

• Amends section 636.202 to clarify that "discount medical plan" excludes medical services provided through telecommunications that do not offer a discount to plan members.

• Reenacts section 409.975(6) to establish minimum hospital payment rates at the agency rate from the contract's first day, with maximum payments not exceeding 120 percent unless specifically approved; section expires June 30, 2018.
